Each criterion is scored 0 to 5. Categories carry the weights shown above (Strategic Fit · Capacity · Competition · Capture Readiness). The category averages are weighted and summed into a 0-to-5 final score.

  • ≥ 3.5 · Bid. The pipeline review should ratify, not relitigate.
  • 2.5 – 3.5 · Conditional. Treat the score as a checklist; resolve the under-3 items before committing.
  • < 2.5 · No-bid. Save the capture cycles for a better fit.
